I have updated a few obsolete external links in the article.
I am not so sure an article on how the directive has been constructed is still so useful, considering that the strategy is actually being implemented by member states. So I would suggest to cancel it or better link it to this page: http://www.coastalwiki.org/wiki/European_Marine_Strategy_Framework_Directive
