The overall aims of the Establishment Stage are to establish an operational foundation for the subsequent preparation of the ICZM strategy, plan or programme, and its implementation; to begin the process of understanding the challenges facing the area and the differing perceptions of those challenges; and to begin building a constituency of support for the plan.

Key tasks

1. Getting Organised – establishing practical mechanisms for coordination, technical support, cross-sectoral involvement and communication.

2. Defining the Territorial Scope - identifying the boundaries of the specific coastal zone and its ecosystems.

3. Getting Started - scoping the problems, issues and risks, and proposing a potential vision for the plan area.


It is not the intention or purpose of this stage to achieve a fully detailed scientific analysis of the state of the area or the complex interrelationships between issues. Rather, the purpose is to achieve a picture of the likely range of human and natural forces, the existing sectoral policies, and their potential interrelationships to be used as a focus for discussion, analysis and the identification of priorities in subsequent stages. At this early stage effort should be directed to maximising its value as a tool for engaging stakeholders through good design, non-technical language and appropriate and visualisation media.

Potential Outputs

A Work Plan clearly detailing the tasks and milestones of the process

A Scoping Report to contain:

  • A proposed Governance Structure – the ICZM Steering Group or Committee, Workplan, Stakeholder Analysis and a Communication Strategy.
  • The geographical boundaries of the coastal area including both the terrestrial and marine boundaries.
  • A preliminary assessment of the problems issues and risks along with their relative importance, policy context and interrelationships.
  • A potential vision for the area.
