Dunkerque is a French commune, the second capital of the Nord department. With 91,386 inhabitants, the city is the fourth most populous in the Nord-Pas-de-Calais region, the first outside the city of Lille. Its inhabitants are called Dunkerquois and Dunkerquoise. The "city of Jean Bart" is the center of the urban community of Dunkerque Grand Littoral which comprises 18 municipalities with 200000 inhabitants. It is also the heart of the 34th urban area of France with more than 265000 inhabitants in 56 municipalities, including 4 of the Pas-de-Calais. Through agreements with other cities of the Côte d'Opale and those of Belgium West Flanders, the Dunkerque area is destined ultimately to belong to a metropolis ranging from Boulogne-sur-Mer to Ostend.[1]

Vessel type 2= Coastal/high sea vessels: Fishing vessels that fish 25% -75% of their time in the 12 nm zone.
Vessel type 3= High sea vessels: vessels that fish more than 75% of their time outside the coastal zone. These vessels fish offshore the French coast but are in some cases active in the coastal zone of other countries.[4]
